SABATINA WINS SPECIAL ELECTION Rep. John Sabatina (D-Phila.) has won the special Senate election for the seat vacated by Mike Stack after he was elected Lt. The legislation would require navigators, certified application counselors and other Patient Protection Affordable Care Act (PPACA) ‘assisters’ to register with the PA Insurance Department and undergo a criminal background check.
