Dr G Terry Madonna Bio
At Franklin and Marshall College, Dr. Madonna is Director of the Center for Politics and Public Affairs, Professor of Public Affairs, and Director of the Franklin and Marshall College Poll. He joined F&M in May 2004.
For more than 30 years, Madonna has taught and written about his two academic specialties: the American presidency, and American political parties and political behavior. As a pollster in recent years, he has written extensively about voters and voting behavior. He holds a Ph.D. in political history from the University of Delaware.
Before joining the faculty at Franklin and Marshall, Dr. Madonna was Professor and Chair of the Government Department and headed the Center for Politics and Public Affairs at Millersville University.
He was Director and Adjunct Professor, University of Pennsylvania’s Harrisburg-based evening division, Master of Governmental Administration Program from 1980-1986.
He administered the evening division graduate program of approximately 125 graduate students pursuing advanced degrees in government.
Madonna founded the Keystone Poll in 1992, the oldest survey produced exclusively in Pennsylvania. In 2008, the Keystone Poll was renamed the Franklin and Marshall College Poll. In this capacity, he is the pollster for the Philadelphia Daily News, Times-Shamrock Newspapers, WPVI-ABC6 (Philadelphia), WGAL-TV (Lancaster), Harrisburg Patriot News/Pennlive, LNP, The Pittsburgh Tribune Review, WTAE-TV (Pittsburgh), and The Reading Eagle – media partners for the poll. He has also polled for KYW-TV (Philadelphia), Fox, 29-TV (Philadelphia), CN8-The Comcast Network, WITF-TV (Harrisburg).
In 2008, Franklin and Marshall College began a partnership with Hearst TV to conduct national polls. Hearst owns 26 television stations, manages two others, and owns two radio stations. Madonna directs the poll.
He is also the host of Pennsylvania Newsmakers, a weekly statewide news and commentary program. He co-writes (with Michael Young) a bi-weekly political commentary column, “Politically Uncorrected,” originally for Capitolwire.com and later for Politicspa.com, the state’s leading political website. The column appears in many state and national newspapers and frequently appears on two national websites: stateline.org and realclearpolitics.com.
He is a regular analyst for WGAL-TV (Lancaster/Harrisburg). Madonna is a regular panelist on WPVI’s-TV (Philadelphia) commentary program, Inside Story. He is a frequent guest on many talk radio programs throughout the state and nation. He has also provided election coverage for WHYY-TV, public television in Philadelphia, WPVI-TV (Philadelphia), The Pennsylvania Cable Network, and WITF-TV. Madonna was also a regular panelist on The Peoples’ Business, a weekly news and commentary show broadcast throughout Pennsylvania on public television during the 1990’s.
A frequent political analyst and public affair’s commentator, Madonna has also provided analysis to the New York Times, the Washington Post, the Los Angeles Times, the Wall Street Journal, U.S.A.Today, Philadelphia Inquirer, Philadelphia Daily News, the Pittsburgh Tribune Review, the Christian Science Monitor, National Public Radio, CNN, ABC News and CBS News, to name a few. Madonna has appeared on CNN’s Inside Politics, CBS News, ABC News, C-Span, Fox News, MSNBC and NBC News. He has also contributed to political web sites for MSNBC, the Hill Newspaper, RealClearPolitics, Stateline, and Fox News.
The author of numerous publications in the fields of American history, American government, and American politics, Madonna has written Revolutionary Lancaster: The Leadership (1976); Reapportionment: A Primer for Pennsylvanians (1993); Merit Selection of Appellate Judges: Why Its Time Has Come (1994); Pennsylvania Votes, 1994, (1995) (with Berwood Yost); and Pennsylvania Votes: Presidential Primaries, 1972-1992: A Sourcebook (1996) (with Berwood Yost); Pivotal Pennsylvania: Presidential Politics from FDR to the Twenty-First Century (2008); Political Pennsylvania: The New Century (2014) with Michael Young) as well as chapters in books and articles in specialized publications. His writings have appeared in the Pennsylvania Magazine of History and Biography, The Polling Report, Presidential Studies Quarterly, Pennsylvania History, Intellect, Academe, The Journal of Practical Politics, The American Philosophical Society Quarterly, and on the Fox News website, and The Hill Newspaper, as well as in many other places.
In 2015 and 2016 Madonna gave one of the Chautauqua Institute lectures in New York and in 2014 he delivered the Jefferson Educational Society lecture. In 2012 he gave the annual Edmund Notebaert Lecture at the Children’s Hospital of Philadelphia. In 2010, he delivered one of the Jefferson Global Initiative lectures. In 2008, he delivered the annual Chautauqua Lecture at Gannon University, entitled “The Road to the White House.” In 2007, he gave two major lectures; the annual James Buchanan Foundation lecture, entitled “From Buchanan to Bush: Campaign Practices Then and Now,” and the annual Dwight D. Eisenhower Society Lecture, entitled, “The Political Skills and Leadership of Dwight D. Eisenhower.” In 2006, he gave the Neaman Foundation lecture. In 1992 at the annual meeting of the Pennsylvania Historical and Museum Commission, he gave the lecture, “Thaddeus Stevens: How He Would Have Viewed Contemporary American Politics.”
Madonna has served on numerous governmental boards and commissions: including former Governor Edward Rendell’s Higher Education Advisory Board, the Benjamin Franklin Partnership Board (appointed by former Governor Dick Thornburgh), and the Board of Embreeville State Hospital (appointed by former Governor Milton Shapp). He served in the early 1970’s as a Lancaster County Commissioner. He served on the Education Policy and Leadership Center board from 2002 to 2013.
At the request of foreign embassies and the U.S. State Department, Madonna has appeared in seminars and discussions with diplomats and newspaper reporters from around the world.
In addition, Madonna has moderated gubernatorial, congressional, state legislative and school board forums, and debates for various organizations.
Dr. Madonna has received numerous awards and honors. He is the recipient of a Distinguished Professor award by the Pennsylvania Department of Education, the President’s Medallion at Millersville University, and a special commendation for scholarship and leadership from the Board of Governors of the State System of Higher Education.
Additionally, he has been named an “Outstanding Speaker of the Year” by the Speech Communication Society of Pennsylvania, has been awarded a life time achievement award by the Central Pennsylvania Chapter, American Society of Public Administration, has served as a Commonwealth Speaker by the Pennsylvania Humanities Council, and was given the Daniel Roselle Award by the Middle States Council for the Social Studies.

Jude Bradley Bio
Jude is the Market Head for Aetna Small Group business (2-100 employees) in Pennsylvania, Delaware and West Virginia. She manages product, pricing, underwriting, distribution and service with a strong focus on the broker distribution channel. She is responsible for growth, retention and return on investment of her segment to Aetna. Jude directly manages the broker sales team that executes on recruiting, training and motivating agents on Aetna solutions for small businesses and the small group account management team. In addition, Jude works to continue to find unique strategies to promote and differentiate Aetna for small businesses and their employees.
Jude has been with Aetna for over 30 years in various leadership, account management and sales management roles. She graduated from Philadelphia University with a Bachelor of Science Degree in marketing and a minor in textiles. Giving back is important to her. Jude has served on several boards thru her career. Currently, she proudly serves on the board of directors of the Greater Philadelphia Association of Health Underwriters (GPAHU) providing guidance, support and countless hours of her time to be a trusted voice of influence for the health insurance industry.

Jim Waddington Bio
Jim is responsible for the retention, rate execution, and earnings of all existing Cigna medical and dental customers with less than 500 eligible lives in his respective market. Prior to Cigna, Jim began his career in Public Accounting at Grant Thornton International, one of six global public accounting firms. He specialized in corporate tax compliance before coming to Cigna in 2012. At Cigna, Jim held a variety of roles in Finance and Underwriting. Most recently, Jim was the Director of Risk Management where he oversaw a team of medical underwriters before transitioning into Sales.
Jim is a graduate of Temple University, a licensed Certified Public Accountant (CPA), and resides in the East Falls section of Philadelphia with his wife, Sarah.

Erica Hain Bio
Erica works with brokers and employer groups to provide the most competitive and comprehensive health care coverage options for her commercial clients. A graduate of Lycoming College, Erica started her vocation in the insurance industry in 1994 at Penn Group Financial, Montoursville, PA. Throughout her career, Erica has worked directly with employers & agents, has acted as the liaison between agents & carriers as a general agent and built lasting relationships along the way.
Erica is actively involved in her local Society of Human Resource Management (SHRM) organization as well as the National Association of Health Underwriters (NAHU) where she most recently served 4 years as the Region 2 Vice-President on the NAHU Board of Trustees. She has served in several chair positions locally, at the state level and nationally. She is the past local president of the Central Pennsylvania Chapter (2007-2009.) She is the past president of the Pennsylvania State Chapter (2005-2007.) She served twice as National Chair for the Chapter Leadership & Development Committee.
Erica resides in Orwigsburg, PA where enjoys the quality time she spends at home with her family, friends and fur-kids. She also enjoys impromptu road trips, cooking up new recipes and reading as many books as she can get her hands on.

Brian Lobley Bio
Brian is executive vice president of Health Markets at Independence Health Group, the parent company of Independence Blue Cross, LLC. He is responsible for leading the profit and loss centers- focusing on all commercial and consumer business, including senior markets and the group pharmacy business. He also provides oversight for the company’s operations and subsidiaries, AmeriHealth New Jersey and AmeriHealth Administrators. Brian is a founding member and the board chair of Quil, a newly formed joint venture between Independence Health Group and Comcast.
Prior to his current role, Brian was president of Commercial and Consumer Markets, overseeing all functions supporting the P&Ls. In addition, he led the company’s Innovation department. Brian has also served as senior VP of Marketing and Consumer Business, vice president of Strategy and Innovation, and he has held various leadership positions across the enterprise throughout his time at Independence.
In addition to his leadership roles, Brian is one of the founding members of the G. Fred DiBona, Jr. Memorial Foundation, also known as Fred’s Footsteps, a board member of the Greater Philadelphia Alliance for Capital and Technologies (PACT), the Philadelphia Freedom Valley YMCA, and AIM Academy.

Sean is the Regional Director of Sales and Account Management, responsible for oversight and distribution of Individual, Small Group, and Medicare Advantage products in Oscar’s East and Midwest markets. Prior to Oscar, Sean held sales and leadership roles at both regional and national insurance carriers, with experience across Individual, Small Group, and Key Account lines of business. Sean earned his Bachelor’s Degree from Providence College, and a Master’s Degree from Baruch College.

Dan Tropeano Bio
In his role, Dan is responsible for further establishing UnitedHealthcare’s employer and individual business by extending its plan offerings and increasing the overall understanding of UnitedHealthcare in both states. Dan’s responsibilities include growing and retaining UnitedHealthcare’s member population, establishing market and network strategies, engaging government and regulators, achieving financial targets and acting as a primary interface with key stakeholders. Dan joined UnitedHealthcare in 2006 as Vice President of Sales & Account Management and has over 25 years of leadership experience in the health and employee benefits industry.
Prior to joining UnitedHealthcare in 2006, Dan served as Assistant Vice President of Sales with Empire Blue Cross Blue Shield. Dan also held multiple leadership positions with Oxford Health Plans, now a wholly owned UnitedHealth Group subsidiary, in the northern New Jersey and New York.
Dan is active in many local charitable and civic organizations, currently serving on the board of the Greater Philadelphia Chamber of Commerce. Vicky Cagliola Bio
Vicky believes that compliance requirements can be simplified and communicated in a way that makes puzzling, complex issues easy to understand. Vicky works with sponsors of employee benefit plans to help them recognize and fulfill their compliance responsibilities under the Affordable Care Act, Internal Revenue Code, ERISA and other federal, state and local legislation.
Vicky joined Radnor Benefits Group, a Simkiss & Block Company, in 2015 and leads the compliance services function for the company. In her role, Vicky empowers employers with the knowledge and tools to achieve a wide array of compliance objectives. Vicky has over 25 years of work experience including positions in corporate finance, operations and compliance. Over the course of her career, Vicky has developed a knack for bringing fresh ideas and inventive processes to the table to address business problems.
Vicky is a Certified Public Accountant licensed in the Commonwealth of Pennsylvania. She earned her BBA in Accounting from the Fox School of Business at Temple University and her MBA in Management from Penn State University.
